As one of the main forums of the 3rd Zhejiang International Smart Transportation Industry Expo, the Strong Port Forum · China Port High Quality Development Report (2020) press conference was held in Hangzhou on December 4th. The attending guests shared and discussed their views on port development with keywords such as "hard core" and "first-class", providing suggestions for high-quality development of ports in the context of dual circulation.

In 2020, the development of the port industry was under tremendous pressure, but Zhejiang seaports achieved significant results in port construction and enterprise development. "Chen Yingming, Executive Vice President of the China Port Association, believes that from the perspective of the port industry, it is clear that in the face of international and domestic pressure, Zhejiang seaports have achieved a series of achievements in port construction and enterprise development, fully leveraging their natural resource advantages, and forming a complete infrastructure, The production and operation indicators have been in a leading position in the industry for several years, and the integration of port resources has become a model in the industry.
At the meeting, the China Economic Information Society and the Water Transport Science Research Institute of the Ministry of Transport jointly released the "China Port High Quality Development Report (2020)". The report shows that the comprehensive scores of Shanghai Port, Ningbo Zhoushan Port, Shenzhen Port, and Qingdao Port are at a leading level among coastal ports. Ningbo Zhoushan Port, with its innovative advantages in fuel supply supervision mode and outstanding performance in sea rail intermodal transportation and green development, has achieved the first weighted throughput index of port cargo and the second comprehensive score. Jia Dashan, Vice President of the Water Transport Science Research Institute of the Ministry of Transport, and Jin Lei, Deputy Director of the Economic Think Tank Business Unit of the China Economic Information Society, respectively interpreted the report.
Jia Dashan pointed out that more than 90% of China's coastal ports participate in foreign trade transportation, and continuously empower the construction of smart ports with new technologies, further improving the level of green development, and continuously improving the business environment.
Jin Lei stated that the research on the evaluation system for the high-quality development of Chinese ports aims to build a database and an application evaluation model for port performance, objectively evaluate the current performance status of Chinese ports, and diagnose the problems that exist in port operation.
Santiago Garcia Mira, president of the International Port Association (IAPH), said that the International Port Association has always been concerned about the impact of the COVID-19 on ports around the world, and mainly compares the difference between extraordinary and normal periods through four indicators, namely, ship docking, inland transportation, capacity utilization and manpower. The continuity of business models is the most direct challenge faced by port operations.
Ningbo Zhoushan Port is located on the southern wing of the Yangtze River Economic Belt, and is a major coastal port in China and an important hub of the national comprehensive transportation system. Its cargo throughput has been ranked first in the world for 11 consecutive years and container throughput has been ranked third in the world for 3 consecutive years. Since the beginning of this year, Ningbo Zhoushan Port has met the new requirements of "creating 'excellent' results, leveraging 'hard core' strength, and building a world-class strong port", solidly promoting epidemic prevention and control, and resuming work and production. From January to October, a total of 988.678 million tons of cargo throughput were completed, a year-on-year increase of 5.4%; The container throughput reached 24.065 million TEUs, a year-on-year increase of 2.4%. The comprehensive revitalization of port production has played a positive role in promoting the resumption of work and production of Chinese enterprises, restoring the logistics system, and restoring the global industrial and supply chains.
Jia Dashan stated that in the process of serving the integration of the Yangtze River Delta, Ningbo Zhoushan Port has made significant breakthroughs in the supply of marine fuel. There are 4 headquarters and 14 enterprises in Zhoushan Oil Supply, 16 refueling anchors, and a total of 5 bonded oil blending and blending business enterprises. In 2019, the supply of fuel oil for ships in Zhoushan reached 4102700 tons, ranking first in the country for two consecutive years.
Tao Chengbo, general manager of Zhejiang Seaport Group and Ningbo Zhoushan Port Group, attributed this achievement to following the trend of economic globalization and regional integration, engaging in economic globalization cooperation focusing on the construction of the "the Belt and Road", and regional integration development focusing on the construction of the Yangtze River Economic Belt and the integration of the Yangtze River Delta, And this is completely in line with the direction and requirements of "accelerating the construction of a new development pattern with domestic circulation as the main body and domestic and international dual circulation promoting each other".
It is understood that at this forum, the Shanghai International Shipping Research Center also released the "Global Port Development Report (2019)". The attending guests unanimously agreed that according to the development outline of a strong transportation country, in the next five years, we should continue to promote the construction of world-class strong ports characterized by "first-class facilities, first-class technology, first-class management, and first-class services".
