This project adopts the form of independent invitation bidding, and eligible units are welcome to participate in bidding.

3、 Qualification requirements for bidders
1. The bidding unit must possess the qualifications of an enterprise legal person in the People's Republic of China or other organizations with independent civil liability capacity, and be able to provide a qualified copy of the legal person business license.
2. Having the ability to prevent risks and ensure quality during the operation process, and able to bear various losses caused during the operation process; Proof of personal injury and work-related injury insurance for company employees is required.
3. The bidder must be a professional engineering machinery and equipment leasing and cargo loading and unloading unit. If the bidder is bidding for the loading and unloading of Baosteel Desheng's steel strip billets, our company requires the bidder to have 3 or more 80 ton truck cranes, and guarantees to provide a fixed 80 ton truck crane for our daily operations in Hong Kong; If the bidder is bidding for the loading and unloading of steel bars and H-beams in Luoyuan Mingguang, our company requires the bidder to have 2 or more 50 ton truck cranes, and guarantees to provide a fixed 50 ton truck crane for our daily operations to be stationed in the port; The above equipment must be owned by the bidder, and the bidder is required to provide copies of ownership materials with official seals.

4、 Composition of bidding documents
The bidding unit is required to provide the following relevant documents and certificates to our company, and the deadline is 09:30 on December 28, 2020.

2. Copy of company business license, legal person ID card, account opening permit, employer liability insurance policy
3. Equipment factory documents, driving license, driver's license, special equipment operator certificate
4. Special Equipment Inspection Report
5. Copy of driver's ID card, labor contract, compulsory motor vehicle traffic accident liability insurance policy, special vehicle comprehensive commercial insurance policy, validity commitment letter of qualification documents, and employee list.
6. Equipment operation procedures and authorization letter from the authorized person.
Copies of the above materials must be stamped with official seals. The above materials include at least two cranes and two crane drivers, and each equipment must submit one copy of the materials mentioned in points 3, 4, and 5 above. All personnel on the crane driving license must match the name of the company participating in the bidding. All documents must be within their validity period. If one of the above materials does not meet the requirements, the quotation will be invalid.
5、 Requirements for bidding documents:
1. All materials forming the bidding documents shall comply with the fourth point of this document.
2. Bidders should fill in their full name and affix their seal.
3. The bidding documents must be signed by the legal representative or authorized representative.
4. The bidding documents must be written or printed in indelible ink, and cannot be altered, added or deleted.
5. The place where the bidding documents are signed and stamped must be signed and stamped by the legal representative or authorized person.

6、 Bid quotation description
1. The bidder should specify the unit price of the project in the quotation letter in the bidding document, with the pricing unit in RMB. The unit price description should be in two formats: uppercase and lowercase.
2. The bidding quotation is both tax free and tax inclusive (including all costs, expenses, and taxes).
3. If the bidder is not clear about the bidding project, they should obtain a clarification letter from the tenderer before submitting the bid.
4. The bidding quotation form must be signed by the bidder's legal representative or authorized representative and stamped with the bidder's official seal.
5. Bidders can simultaneously bid for Baosteel Desheng's steel strips, billets, and Luoyuan Mingguang's steel bars and H-beams. If the same bidder quotes the lowest loading and unloading prices for both types of goods, then the bidder will have the right to win the bid for both types of goods; If only one type of goods in a bidder's quotation is the lowest quotation, the bidder will only receive the right to win the bid for one type of goods.
7、 Bid opening and evaluation
1. Establish a bid evaluation team consisting of the company's market operation department, safety and quality department, technical engineering department, human resources department, finance department, and party conduct and integrity supervisors.
2. When the bidding party evaluates the bid, based on the bidder's reputation, financial condition, loading and unloading capacity, management level, and other aspects, the lowest quotation and lower than the maximum price limit set by our company: 1.80 yuan/ton (excluding tax) for steel strips and billets, 2.90 yuan/ton (excluding tax) for steel bars and H-beams will be the priority winning bidder. If there are changes in national tax policies during the contract period, the unit price will be adjusted accordingly.
3. The bidder shall not interfere with the evaluation (negotiation) activities of the bidding and evaluation party, otherwise their bidding qualification will be cancelled.
4. Regardless of the winning bid result, the bidder's bidding documents will not be returned and belong to the bidding party.
8、 Bidding arrangements
1. The distribution time of documents: from December 7, 2020 to December 11, 2020, from 9:00 am to 15:00 pm every day.
2. Distribution location: Market Operation Department of Fuzhou Port Luoyuan Bay Land Island Terminal Co., Ltd. (No. 58 Jiangbin North Road, Luoyuan Bay Development Zone, Fuzhou City).
3. The deadline for submitting bidding documents is 9:30 am on December 28, 2020, located in the Finance Department of Fuzhou Port Luoyuan Bay Land Island Terminal Co., Ltd. The bidding documents that are overdue or not delivered to the designated location shall not be accepted by the tenderer.
4. If the bidder has any questions that need to be clarified and answered in the bidding documents, please make sure to ask the bidder in writing by fax before 15:00 on December 9, 2020. Our company will fax the clarification letter to the bidder within one working day. Failure to raise any clarification questions within the deadline will be deemed as the bidder fully understands the provisions of the bidding documents, and any delayed clarification questions will no longer be accepted.

9、 Bidding fee:
1. Regardless of the approach and outcome during the bidding process, the bidder shall bear all costs related to participating in the bidding on their own.
